The Institution

The Federal Planning Bureau (FPB) is an independent public agency. It draws up studies and projections on economic, social and environmental policy issues and on the integration of these policies within a context of sustainable development.

Hans Peeters

Hans Peeters holds a master’s degree in political sciences (KU Leuven, 1999). He has also taken a special course on pension law (KU Leuven, 2006-2007).

From 2000 to 2007, he worked as a researcher and teaching assistant at the Centre for Sociological Research (KU Leuven), where he initially studied first and second pillar pensions using survey data. He subsequently focused on making the Pension Registry accessible. Owing to his experience with administrative data and his knowledge of pension legislation, he became a project leader at Sigedis in 2008, charged with developing a database on second pillar pensions.

From 2010 to 2015, he worked as a researcher at the Centre for Sociological Research (KU Leuven) on a doctoral thesis on the adequacy of the Belgian pension system (The devil is in the detail. Delving into Belgian pension adequacy; 18/05/2016). As a member of the Centre for Sociological Research, he was closely involved in the activities of the 2010-2040 Pension Reform Commission.

Hans started working at the Federal Planning Bureau in 2016. He mainly works on the microsimulation model Replica (REtirement and survivor’s Pension Calculation using Administrative data), carries out research on second and third pillar pensions and represents the Federal Planning Bureau in several working groups of the European Commission and the OECD.

  • Description and use of the model EXPEDITION

    In the framework of the election costing exercise the impact on the distribution of disposable income is measured for a number of measures proposed by political parties. Administrative micro-data are used for this exercise. This approach allows that the impact of the measures studied is reported at the level of individual or household characteristics. The policy measures whose impact on the distribution of disposable income is calculated are measures situated within the domain of social security and social assistance, supplemented by the regulations on family allowances, the contribution rules applied to these benefits and the rules on personal income tax. The tool used for these calculations is the microsimulation model EXPEDITION. The present paper describes the main features of the EXPEDITION model and illustrates its operation on the basis of two simulations.

  • Minimum regulations, pension credits and the gender pension gap

    This report shows that minimum regulations (minimum pensions and the minimumright per career year) and pension credits diminish pension inequality between men and women. If we assume that there are no minimum regulations, the pension gap would be 37% instead of 31%. If we assume that pension credits are not granted, the gap would be 43% instead of 31%. The pension credit part-time work with maintenance of pension rights, one specific type of pension credit, has a limited impact. Without this pension credit, the pension gap would increase with 0.4 percentage points.

  • Derived rights and the gender pension gap. On the importance of survivor and divorce pensions in women and men’s pension income

    The results of this report show that the average pension of women is lower than that of men: in december 2017 the average gross pension of women aged 65 and older was 1469 euros, compared to 1920 euros for men. The gender pension gap thus equals 24%. The fact that this gap is not higher can to an important extent be attributed to the existence of derived rights. Without derived rights the gap would be 50%.

  • La composition de la carrière des (futurs) salariés pensionnés
    De loopbaansamenstelling van (toekomstig) gepensioneerde werknemers

    Comme lors des législatures précédentes, le gouvernement prend de nouvelles mesures pour faire face à la hausse de la facture des retraites. Pour étayer ces mesures, les décideurs ont besoin d’informations détaillées sur la carrière des retraités récents et futurs. Ce rapport, produit par la KU Leuven et le Bureau fédéral du Plan à la demande de Sigedis, présente des statistiques actualisées sur les carrières des salariés récemment partis à la retraite ou qui le seront prochainement.


    Net zoals in de vorige legislaturen, neemt de regering nieuwe maatregelen om het hoofd te kunnen bieden aan de stijgende pensioenfactuur. Om deze maatregelen te onderbouwen moeten beleidsmakers beschikken over gedetailleerde informatie over de loopbanen van recent en toekomstig gepensioneerden. Dit rapport, gerealiseerd door de KU Leuven en het Federaal Planbureau op vraag van Sigedis, presenteert actuele statistieken over de loopbanen van recent en toekomstig gepensioneerden die hebben gewerkt als werknemer.

  • Tax expenditures for second pillar pensions in Belgium - An analysis of the size of public subsidies for employees and the self-employed

    The debate on the affordability of pensions is mostly limited to legal pensions while thus far, the affordability of supplementary pensions has hardly received any attention. Nevertheless, an increase in these pensions also affects public finances considering the lower government revenues that result from the various tax incentives used to promote supplementary pension saving. In this report we calculate the total impact of tax incentives for second pillar pensions on Belgian public finances.

  • Description et utilisation du modèle EXPEDITION
    Beschrijving en gebruik van het model EXPEDITION

    Dans le cadre de l’exercice de chiffrage des programmes électoraux, l’impact sur le revenu disponible d’un certain nombre de mesures proposées par les partis politiques sera calculé à l’aide de microdonnées administratives. Une telle approche permet d’isoler l’effet des mesures étudiées selon des caractéristiques des individus et des ménages. Les mesures pour lesquelles l’impact sur le revenu disponible sera chiffré relèvent du domaine de la sécurité sociale et de l’aide sociale complété par la réglementation relative aux allocations familiales, par les règles de cotisation et de retenue appliquées à ces allocations et par les règles en matière d’impôt des personnes physiques. L’instrument utilisé pour ces calculs est le modèle de microsimulation EXPEDITION. Le présent document décrit les caractéristiques principales de ce modèle et en illustre le fonctionnement à l’aide de deux simulations.


    In het kader van de doorrekeningsoefening wordt de impact van een aantal beleidsmaatregelen, voorgesteld door de politieke partijen, op het beschikbaar inkomen berekend met behulp van administratieve microgegevens. Deze aanpak laat toe om de impact van de bestudeerde maatregelen te verbijzonderen naar individuele en huishoudkarakteristieken. De beleidsmaatregelen waarvan de impact op het beschikbaar inkomen wordt doorgerekend zijn maatregelen die zich situeren binnen het domein van de sociale zekerheid en sociale bijstand, aangevuld met de regelgeving inzake kinderbijslag, de bijdrage- en inhoudingsregels die toegepast worden op deze uitkeringen en de regels inzake personenbelasting. Het instrument dat voor deze berekeningen wordt ingezet is het microsimulatiemodel EXPEDITION. De voorliggende nota beschrijft de belangrijkste eigenschappen van het model EXPEDITION en illustreert de werking van het model op basis van twee simulaties.

  • Reële herwaardering van de lonen via een puntenstelsel - Winnaars en verliezers bij recent gepensioneerden met een werknemerspensioen

    The Commission for Pension Reform 2020-2040 proposed an adjusted pension system which calculates pensions based on collected points. An important aspect of that system implied that past wages should be adjusted on the basis of the average wage increase. This Working Paper investigates who will be the winners and the losers when this adjustment mechanism is introduced by means of a points system in the salaried workers' scheme, and why. We show that people with low pensions, low-skilled workers, tenants and women nowadays have certain career features which make sure that they gain more often from such an operation than people with high pensions, highly skilled workers, owners and men. This also underlines the importance of minimum schemes in the impact of such a reform.

    Le présent rapport a été réalisé à la demande de la Cellule stratégique du Ministre des pensions. Il donne un aperçu de l’importance et de la composition des périodes assimilées dans les différents régimes de pension aussi bien pour les personnes parties récemment à la retraite que pour les personnes d’âge actif.


    Het voorliggende rapport werd geschreven op vraag van de strategische cel van de Minister van Pensioenen. Het geeft een overzicht van het belang en de samenstelling van de gelijkgestelde periodes in de verschillende pensioenstelsels en dit zowel voor de recent gepensioneerden als voor de bevolking op actieve leeftijd.
